On February 7, 2026, the Supreme Administrative Court, in Case No. II GSK 1826/22, revoked the company’s taxi license. The reason was that the drivers did not have a physical identifier in the car, only an electronic one in the app. Qiwi Partner will compile a complete list of documents and the actual fines for each of them.

What a driver must carry:
- Polish driver's license. Required starting in June 2024 to work for Uber, Bolt, and taxis. Foreign licenses are not accepted, even if they are valid for regular driving. Details are available at article on exchanging an ID card.
- Excerpt from a taxi license. Confirms that this specific vehicle is authorized to carry passengers. The fine for not having it is 200 zlotys for the driver personally, plus an additional 500 zlotys for the company that holds the license. For details, see article on discharge.
- Taxi driver ID. A physical card with a photo, name, license number, and vehicle identification number—displayed where it is visible to passengers, not in the glove compartment. While the card is being issued, proof of payment can serve as a substitute—processing times are often lengthy. The fine for not having either is up to 500 zlotys.
- Vehicle Registration Certificate й liability insurance policy — Standard documents, without exception, for any passenger transportation.
- Residence permit. For foreign nationals—a residence permit, visa, or other valid document, which the inspector may ask to see separately.
- Medical and psychological examinations (badania lekarskie i psychologiczne). These are mandatory for taxi drivers and ride-hailing platform drivers—they confirm their fitness to operate commercial vehicles. The exact amount of the fine for noncompliance is determined on a case-by-case basis.
Why Case II GSK 1826/22 Changes Everything
The company that holds the license argued that the driver’s photo in the app serves as a substitute for a physical card. The court rejected this outright: a passenger must be able to see the ID immediately, without having to search through the driver’s phone. The rule applies equally to street taxis and rides booked through Uber or Bolt.
Who conducts the inspections: the police or the ITD?
A roadside check can be conducted by the regular police or the Transport Supervision Inspectorate (ITD)—and their respective authorities differ. The police check the basic requirements: driver’s license, vehicle registration, insurance, and the driver’s sobriety. The ITD specializes specifically in transport licenses and has the authority to conduct a more thorough inspection of the carrier’s permit, identification, and documentation, including requesting additional paperwork directly from the partner’s office. You’re less likely to encounter the ITD on the road than the police, but it’s their inspections that most often result in serious consequences for a license.
Inspection Procedure and What the Inspector Sees
Driver’s permit, then driver’s license and registration, then the vehicle identification number inside the vehicle, and finally—the vehicle’s documents. It takes five to ten minutes if everything is in order. Violations are recorded immediately, and the decision regarding the consequences for the driver’s license is made by the administration separately from the inspector.
If you disagree with the inspector's decision
A citation or report can be contested—this is a standard procedure, not a privilege. Make a note of the report number, the inspector’s name, and the time of the inspection right there on the spot. Contact your billing partner within a few days—the company usually has experience appealing such reports and knows where to file an objection. Tacit acceptance of a report that seems unfair is often worse than a formal appeal, even without a guarantee of success.
Photocopies serve as a backup, not a replacement for the original
Take a photo of each document on your phone as soon as you receive it—this does not replace the physical original during verification, but it helps you quickly replace the document if your car is lost or stolen along with the glove compartment. This is especially important for your ID card: replacement is usually faster when you have a photo of the old card with all the details on hand.
Different consequences depending on the type of document
Failure to provide a receipt results in a specific fine of 200+500 zlotys—unpleasant, but not immediately catastrophic. Failure to present a physical identifier during subsequent inspections gives the administration grounds to revoke the entire company’s license. A single careless driver puts the jobs of dozens of colleagues operating under the same license at risk.
Four Common Mistakes with Identifiers
The photo is outdated due to a significant change in appearance. The expiration date passed unnoticed. The license plate number on the card does not match the actual one after the car was replaced. The card is stored in the glove compartment rather than in a visible location—a technical violation even if the card is present in the vehicle.
Who is responsible—the driver or the partner?
The billing partner issues an identifier and is required to renew it when it expires. The driver is required to keep it in the vehicle at all times during each shift. For more information on the operating model, see Information about the settlement partner.
Frequently Asked Questions
Is a photo of my ID on my phone enough?
No, the court explicitly ruled that the evidence was insufficient in Case II GSK 1826/22.
How much is the fine for not having a discharge summary?
200 zlotys to the driver, plus an additional 500 zlotys to the company.
Does this apply to Uber and Bolt drivers the same way it does to regular taxis?
Yes, the court confirmed that the method used to book the trip is irrelevant.
How does a police check differ from an ITD check?
The police check the driver's and vehicle's basic documents. ITD specializes in licenses and digs deeper, including the partner's documentation.
Can you challenge the report if it seems unfair?
Yes. Document the details on the spot and contact your billing partner within a few days—filing an appeal is standard procedure.
